September 2026 Newsletter

Newsletter

Dear Friends and Neighbors,

Hello September! As we begin the final stretch of summer, many of us are ready to say goodbye to the long, hot days that have defined this season. After enduring weeks of extreme temperatures, the promise of cooler weather and the arrival of fall is a welcome change. This time of year offers an opportunity to reflect on all we've accomplished while looking ahead to the opportunities that the new season will bring. As we prepare for the transition into autumn, we also look forward to continuing to come together, support one another, and build a stronger future for the residents of the 53rd Assembly District.

Over the past few months, my team and I have had the privilege of connecting with residents, community leaders, educators, and local organizations across the district who continue to uplift and strengthen our communities through their hard work and dedication.

It is my privilege to represent the 53rd Assembly District in the California State Legislature. I am pleased to share our September 2026 Newsletter and provide key updates on resources and initiatives that affect our community.

Sincerely,

Legislative Updates

As your Assemblymember, I remain committed to advancing legislation that strengthens our communities and addresses the needs of residents across the 53rd Assembly District. I am pleased to share that the Governor has signed three of my bills into law, while several others on the Governor’s desk for his consideration. Together, these measures focus on strengthening public safety, expanding workforce development, improving education, enhancing consumer protections, and increasing access to essential services.

Below are updates on my legislative package and the progress we are making on behalf of the 53rd Assembly District.

Bills Signed by Governor

  • AB 1571 – Puddle Jumper Trademark
AB 1571 makes technical changes to the existing law related to child flotation-devices by replacing the trademark-associated term “puddle jumper” with the more general term “swim vest.” These changes do not change any current safety standards.
  • AB 1781 – FHLB Security Agreements
AB 1781 strengthens legal protections for Federal Home Loan Banks (FHLBs) when they enter into security agreements with insurance companies. The bill ensures that FHLBs can enforce their rights to pledged collateral during insurer insolvency proceedings and limits a receiver's ability to reverse those transfers unless there is evidence of fraud, helping preserve financial stability and access to liquidity.
  • AB 2641- Sales and use taxes: exclusion: pawnbrokers: transfer of vested property
AB 2641 would protect consumers from double taxation by extending the sales and use tax exclusion when redeeming their own property from a pawnbroker through 2032.

Bills Currently on the Governor’s Desk

  • AB 744 – Single Serve Alcohol Containers
AB 744 would modernize regulations governing relationships between beer manufacturers and retailers while maintaining safeguards against unfair business practices in the alcoholic beverage industry.
  • AB 1328 – Nonemergency vehicle reimbursement
AB 1328 would increase the reimbursement rates of nonemergency ambulance transportation to ensure providers can continue to provide medical transportation services to patients in need of care.
  • AB 1591 – Podiatrist Workforce Pipeline
AB 1591 expands opportunities to strengthen California's podiatry workforce by supporting education, training, and recruitment efforts for future podiatrists. The bill seeks to address provider shortages and improve access to specialized foot and ankle care, particularly in underserved communities.
  • AB 1628 – KID Act
AB 1628, known as the KID (Keeping Infants from Danger) Act, would extend the safe surrender period from 72 hours to 30 days to protect infants from unsafe abandonment.
  • AB 1792 – AI & Digital Sexual Health Education
AB 1792 would direct state education officials to consider incorporating instruction on dating abuse and digital violence into California’s health education framework to educate and protect students from the modern challenges of the digital society.
  • AB 2006 – Child Care Facilities in State Buildings
AB 2006 encourages the development and expansion of childcare facilities within state-owned or leased buildings. The bill aims to improve access to affordable childcare for state employees and members of the public while making better use of available state property.
  • AB 2262 – Criminal Procedure: Judicial Discrimination Claims
AB 2262 would clarify the process in judicial disqualification proceedings by requiring related documents to be served to judges at the courthouse rather than potentially at their homes.
  • AB 2453 – Off-Road Vehicle Exemption for Public Safety
AB 2453 would expand the ability of public safety personnel to use off-highway motor vehicles (OHVs) when performing official duties.
